The primary purpose

of this position is to

act as the financial analyst for the assigned organization.

The individual is responsible for all aspects of financial management to include planning, formulation, justification, and execution of the assigned program requirements.

This work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods, and techniques of budgeting and financial management.

Acts as the financial analyst, directing teams com! posed of both government and contractor personnel in accomplishing assigned tasks.

Provides advice and guidance to all levels of management within assigned organization.

Major Duties

·

Performs budget formulation work involving preparation of detailed analysis of annual and/ or multi-year budget estimated for assigned organizations/ programs into a consolidated budget request.

·

Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no year appropriations; apportionments; allotments; transfer of funds for other agencies; revenue from industrially funded operations; and refunds.

·

Provides advice, assistance, and guidance on financial and related information.

·

Performs and leads or participated as a financial advisor! on contract management issues, to include reconciliation of annual res! ources versus contract requirements; key participant in the contract negotiation process including the WBS reviews; fact finding and analysis plus negotiations between the government and contractor personnel resulting in final contract baselines.

Uses automated financial management systems and computer generated products in accomplishing financial management assignments.

Specialized Experience: You must have at least 1 year of specialized experience at the GS-09 or equivalent grade level performing well defined financial, budget, and/or cost analysis to moderately complex policies, regulations, etc.; applying a unit's missions, functions, goals, objectives, work processes, and sources of funding; performing commonly used budget and/or finance practices, procedures, regulations, precedents, policies, and guides that specifically pertain to the work assigned; applying sources of factual data about budgeting and/or finance matters relevant to assigned tasks; applying relate needs and accomplishments of the unit to anticipated and/or actual dollar figures in the budget; relating financial knowledge to the needs of the serviced unit; working independently on routine or continuing assignments; analyzing financial activities; developing and charting functional logic for new and revised automated financial management systems; and/or effectiv! ely presenting financial management needs to information technology spe! cialists, or similar specialists.

2. Education:
You must have successfully completed a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position from an accredited university or college. This education demonstrates the knowledge, skills, and abilities to successfully perform the duties of Financial Administration and Program and is related to the duties of this position. NOTE:

3. Combination of Experience/Education: You must have a combination of some graduate level education and some specialized experience performing well defined financial, budget, and/or cost analysis to moderately complex policies, regulations, etc.; applying a unit's missions, functions, goals, objectives, work processes, and sources of funding; and/or eff! ectively presenting financial management needs to information technology specialists, or similar specialists.

Federal Time-In-Grade

(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

Knowledge of HQ USAF budget manuals, policies, and procedures impacting budget preparation and execution.

Knowledge of automated computer systems and techniques applicable to financial management used to create and analyze financial data.

Skill in formulating, justifying, and analyzing funding of assigned programs and adapt models and techniques to changing program requirements.

Ability to gather, assemble, and analyze data to prepare budget estimated, develop alternatives, and make recommendations to resolve financial problems.

Ability to communicate effectively both orally and in writing to justify, defend, present, and/ or advise on financial processes.
