Human Resources Assistant (OA)

Location: Nashville, Tennessee

The Human Resources Assistant (OA) position is in the Human Resources Management Service, VA Tennessee Valley Healthcare System. The Human Resources Assistant (OA) provides assistance in emplo yee benefits and recruitment and placement, as well as processing a full range of personnel actions under different personnel systems (e.g. general schedule (GS), wage grade (WG), Title 38, Hybrid Title 38 and Title 5 for the healthcare system. As the Human Resources Assistant (OA), the incumbent's duties will include, but are not limited to:

  • Perform technical work in processing and coding a full range of recurring and nonrecurring personnel actions. Review all personnel action requests for completeness and accuracy to determine conformance with regulations, VA Policy and other appropriate laws and procedures.Provide general consultation, advice, guidance, and assistance regarding retirement eligibility, life insurance, and health benefits.
  • Prepare job analysis and vacancy announcements and update USA Staffing with required information.
  • Develop and post job announcements utilizing USA Staffing.
  • Apply veterans' preference to applicants a nd perform qualification reviews.
  • Make tentative and firm job offers and initiate pre-employment process.
  • Update various Human Resources automated systems with required information.
  • Conduct New Employee Orientation sessions.
  • Compute Service Computation Dates, Post-56 Military Deposits, etc.
  • Verify naturalized citizen and non-citizen documentation.
  • Prepare correspondence for distribution to employees, applicants, and other customers.
  • Use Microsoft Word, Excel and Outlook, HR Smart, WebHR, USA Staffing, DFAS: Remedy and DCPS, VistA, HR SharePoints and other automated systems to perform daily tasks.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/10/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

***You must submit sufficient SF-50s to provide evidence of meeting the time-in-grade requirement. The SF-50 must include your position title, grade and step.***

Specialized Experience for the GS-7 grade level: Select the appropriate answer to each of the following questions based upon your current level of experience that demonstrates your ability to perform the duties of the Human Resources Assistant (OA), GS-0203-07. Make sure your resume supports your responses that you select. Do you possess one year of specialized experience at the GS-6 grade level which demonstrates the knowledge, skills, abilities, and other characteristics related to the duties of the position? Specialized experience must be in a Federal Human Resources Office. Specialized experience is defined as performing a variety of clerical duties to include recordkeeping, reporting, information and receptionist duties; preparing correspondence and reports; using MS Office applications and computerized systems to edit and retrieve information from a database; maintaining personnel files; reviewing, processing and coding the full range of personnel actions in HR Smart ensuring accuracy and completeness using the proper Federal guidelines and regulations; computing and establishing employee service computation dates, determining appropriate retirement system for appointment and veterans preference entitlement; conducting new employee orientation; preparing and posting job announcements utilizing USA Staffing; applying qualification standards and preparing referral certificates within USA Staffing.

***For the GS-7 grade level, applicants must have experience in USA Staffing. This experience MUST be reflected in their resumes.***

Specialized Experience for the GS-6 grade level: Select the appropriate answer to each of the following questions based upon your current level of experience that demonstrates your ability to perform the duties of the Human Resources Assistant (OA), GS-0203-06 Target 7. Make sure your resume supports your responses that you select. Do you possess one year of specialized experience at the GS-5 grade level which demonstrates the knowledge, skills, abilities, and other characteristics related to the duties of the position? Specialized experience must be in a Federal Human Resources Office. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work hel ps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Some work may require walking, standing, and bending. The employee frequently carries light items such as employee files or other papers. The work does not require any special physical effort.

Work Environment: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.
