The VP, Chief Operating Officer plans, directs, and monitors the activities of assigned departments and services to ensure the promotion of the MSHA and JCMC 'Mission, Vision and Values. As a member of the executive management team, the VP, Chief Operating Officer participates in formulating long-term strategic and business plans to ensure Mountain States Health Alliance's (MSHA) continued viability.

The VP, Chief Operating Officer is responsible for providing leadership to the assigned operational and ancillary departments, and works in ! cooperation with physicians, nursing and other clinical depart! ments in the of delivery of patient care, with particular emphasis on provision of needed clinical and support services.
The VP, Chief Operating Officer manages special projects and initiatives including oversight and planning of construction, renovation and replacement of plant and equipment.
The VP, Chief Operating Officer will select management personnel with the experience and skill necessary in order to promote stable leadership at the departmental level. These plans include the development of annual goals and objectives, annual operations and capital budgets, facilities development, equipment evaluation and selection, personnel selection, assignment, development and evaluation, resource allocation, and customer relations. The VP, Chief Operating Officer is responsible for evaluating the work performance of all leadership assigned. The VP, Chief Operating Officer is accountable for practicing fiscal responsibility by holding reporting directors and managers acc! ountable for developing realistic annual operating and capital budgets, conserving resources, and monitoring expenditures to ensure they remain within budgeted parameters.

The VP, Chief Operating Officer is responsible for ensuring that the hospital's policies are consistently observed and for directing the development and implementation of appropriate departmental policies and procedures for reporting departments. The VP, Chief Operating Officer is accountable for compliance with all pertinent JCAHO standards, and local, state, and federal regulations by reporting departments. As an integral part of the MSHA's leadership team, the Vice President is required to actively participate in the organization's performance improvement, organizational improvement, and reengineering programs, and to cooperate with interdepartmental projects to improve quality of service and reduce costs.

The VP, Chief Operating Officer will require reporting leadership to regularly ! inspect the facilities and equipment in their areas to ensure performan! ce of maintenance and repairs necessary for optimum operating conditions. The incumbent is responsible for assisting all departments to maintain the skilled and qualified staff necessary to provide quality service, and for monitoring the performance of managers to ensure that on-going educational opportunities, including attendance at programs, are provided and that all employees are treated with dignity, fairness, and consistency, within the guidelines set forth in MSHA's Human Resources Policies and Procedures. The VP, Chief Operating Officer is accountable for maintaining harmonious interactions between departmental personnel and their customers, including patients, family members, visitors, physicians, clergy, other hospital employees, and the general public. The VP, Chief Operating Officer is expected to set an example for all employees of commitment and loyalty to MSHA by openly supporting and participating in organizational projects and events. The incumbent is expec! ted to lend technical assistance and act in a consultant role to network health care providers. The VP, Chief Operating Officer is accountable for maintaining professional expertise and further developing leadership skills through ongoing education. The VP, Chief Operating Officer will serve as the administrator on-call on a rotating basis; this involves 24 hour/7 day availability during the on-call period.

! MSHA expects all team members to support the VOS initiative by demonstr! ating awareness of the VOS system and effectively applying it to his/her work.

Job duties of this position may require access to protected patient information (PHI). The team member will be accountable for appropriate use of the record and compliance with all confidentiality and security policy and procedures related to use, access, and disclosure of PHI.

REPORTING RELATIONSHIP
The VP, Chief Operating Officer reports directly to the CEO, Washington County. Areas reporting to the VP, Chief Operating Officer include but are not limited to: Dietary, Laboratory, Radiology and Neurosciences. This position is considered a VP at the facility level and an AVP at the MSHA Corporate level.

EDUCATION AND EXPERIENCE
The VP, Chief Operating Officer will possess a Master's degree at a minimum (MBA, MHA or similar) or an advanced degree in a clinical discipline that is acceptable to the President/CEO. This position requires a minimum of 7 years of progre! ssively responsible supervisory/management experience, at least 3 years of which should be at a C-Suite level in a hospital environment. The incumbent will be required to update professional expertise, and to develop management/leadership skills through continuing education throughout tenure in this position. Well-developed interpersonal and communication skills are essential.
